Warners Made-For-Mobile Videotones
Warner Music Latin America is launching a series of video ringtones, reports Billboard.biz. It’s signed up Sierralta Entertainment Group to make the videos with Latin models synchronized with some Warner tracks. I found this a bit surprising considering that most songs—especially popular songs likely to do well as ringtones—have their own music videos. The video tones are available in 30-second, one-minute and 90-second versions, with prices ranging from $1.30 to $2.25.

It depends on the nature of the agreements the label has with its artists regarding compensation for commercial exploitation of music videos. By starting from scratch using models, they conceivably own everything. No continuing fees to the artist for using the video imagery; only the publishing and mechanical fees for using the original version of the song.
