Microsoft (NSDQ: MSFT) says its putting the finishing touches on its Windows Marketplace for Mobile, which is set to launch on Tuesday along with Windows Mobile 6.5. Microsoft’s Todd Brix explains in a blog post today that there is still a couple of minor glitches, but that they should be resolved before the launch. In what must be a stab at Apple’s more secretive app store process, Brix writes that one of the company’s core commitments with Marketplace is “to create a more open, transparent and rewarding processes for developers and ISVs (independent software vendors).”

But before you are convinced that the experience will be completely different to what developers have experienced in the past, you should read this list of prohibited application types. The big no-no’s include: applications that enable VoIP; applications that replace, remove or modify the default dialer, SMS, or MMS interface; applications that change the default browser, search client, or media player on the device; and all Java apps.

With the exception of banning of Java applications, those are all sticking points that Apple has been getting heat for recently over the banning of Google (NSDQ: GOOG) Voice, which uses VoIP and replaces the default dialer. So, it will be interesting to see how Microsoft strict they will be during the approval process, and how they will communicate when an application is denied and manage any backlash.

In addition, Brix also shares some important dates going forward for the store. While the Oct. 6 launch is for Windows Mobile 6.5 devices only, he says phase two of the marketplace will occur in November. In that phase, it will roll out the store to older Windows Mobile 6 and 6.1. devices, and add new features, like a PC version of the catalog for additional shopping. They will also add user-generated app reviews, advanced key-based anti-piracy protection and other features that will make it easier for customers to find and buy applications.
