Martin Working To Revise 700 MHz Open Access Provisions

FCC Chairman Kevin Martin is “aggressively pushing for prompt revisions to the 700 MHz open-access rule” according to RCR News, citing industry sources. Apparently Martin was prevented from making changes to the open-access conditions by some of his colleagues last week, and is now attempting to use a declaratory ruling to modify the auction’s open-access guidelines, reportedly to respond to concerns raised by Verizon (NYSE: VZ). This indicates that Verizon is very interested on bidding on the spectrum in question. It would be a sad day if Martin did indeed pull this off—whether or not you think the open-access conditions are necessary for innovation, any changes should happen within the normal public process.
