Location Labs: Akash Agarwal has been appointed SVP of business and corporate development. Most recently, Agarwal was VP of business development and sales at Plusmo, Inc, an AT&T-owned company. The announcement comes on the heels of the company’s launch of its location-as-a-service platform earlier this month.

Dotgo: Patrick McQuown is the company’s new CEO. Most recently, he was VP of media for SinglePoint. Earlier in his career, he co-founded mobile media company Proteus, where he was president and CEO.

Neustar: Aaron Goldburger will be joining as VP of regulatory affairs. He previously worked with the FCC as senior legal advisory to the bureau chief in the FCC’s Wireless Telecommunications Bureau. Prior to that he was Chairman Kevin Martin’s legal adviser.

Mojiva: The mobile ad and analytics firm is expanding in Europe: Nick Marsh has signed on as director of sales, EMEA, to open a London office for Mojiva and its subsidiary mOcean. A longtime Microsoft (NSDQ: MSFT) UK exec, Marsh previously worked in sales for News International and Yellow Pages Sales Force.
