CMMB Free For Two Years?

Hidden behind a subscription wall at Telecom Paper is the news that “the Chinese homegrown mobile TV standard, China Mobile Multimedia Broadcasting (CMMB), will not charge royalties for the first two years, Interfax reports”. I can’t find any other info about it, but it would give the tech a cost boost to manufacturers. So far I haven’t heard any other companies claim their patents are included in the technology, but I wouldn’t be surprised if it came up.
