China’s Mobile TV Standardization Hits A Road Bump

China’s attempt to get a mobile TV standard has hit a small road bump—one of the organizations isn’t interested in playing nicely with others. We reported a few days ago that the China National Standardization Administration (CNSA), in association with the National Development & Reform Commission, the Ministry of Information Industry (MII), the State Administration of Radio, Film & Television (SARFT) were gearing up to set a standard but apparently SARFT has pulled out at the last minute, effectively derailing the process. New China Hands writes: “Ever since the start of the formulation attempt, the path hasn’t been smooth. In one of the meetings that CNSA arranged for the standard formulation, a letter from SARFT was read, saying that majority of the assessment cases in mobile TV standards belong to the sector of radio and TV technical system and channels, implementation of the testing in different labs will affect the realization of the standardization, therefore they suggested that SARFT should have responsibility for the entire system assessment…The suggestion was of course immediately protested by China Telecommunication Technology Labs(CTTL), which falls under the MII, saying that mobile TV was extremely closely connected to mobile telecommunication, therefore the assessment should definitely be carried out in CTTL.” They finally agreed to work together when SARFT pulled out. The upshot? According to the article although the MII controls the handset terminals SARFT controls the broadcasting technology, so in a showdown SARFT will win.
